Meetings

The Utility Commission meetings are scheduled for the second Wednesday afternoon of each month at 4:00 p.m. at City Hall. 450 South Main Street.

City of Richland – Utility Commission: Chapter 60

Authority: The Common Council of the City of Richland Center, Wisconsin, pursuant to section 66.068, Wisconsin Statutes, does ordain as follows:

Section I. Findings and Purposes.

A. The City of Richland Center finds that the ownership and operation of water and sewer and electric utilities by the City is in the public interest. To that end, the City has long entrusted the management of its water and sewer and electric utilities to one or two independent and non-partisan bodies. It is further determined to be in the public interest that the separate Electric Utility Commission and the Water and Sewer Utility Commission, which at one time were operated as a single Utility Commission, but were separated in 1977 by the enactment of Ordinance No. 521, be again consolidated and operated as a single Municipal Utility Commission.

B. It is the intent of this ordinance that the power retained by the Common Council shall be exercised generally as a supervisory power, and the Common Council does not intend to assume the responsibility of determining the details of operating the utilities or of interfering in matters of everyday management of the utilities. The Common Council intends to reserve its duty and power to decide matters of policy in all fields of municipal activity, including municipal utilities, having particular regard to fiscal matters and the expenditure of major sums of money which may or will affect municipal credit immediately or cumulatively.
