2006 STREET SWEEPING GUIDELINES

Working Together To Be The Pollution Solution

Street sweeping will make a clean sweep to protect the Pine River

One of the best ways to prevent pollutants from entering the Pine River is to remove them from streets before rain carries them into the storm drain and the watershed. In recent months, the City has stepped up street-sweeping efforts, and the results have been tremendous. In 2005 a new Street Sweeper was purchased and has recebtly been received. During the Highway 80 construction the City rented an additional unit due to the fact that the City’s older sweeper was not servicable.

Sweeping during the month collects debris of ___ tons.

Rather than create mandatory no-parking zones, the City has asked residents not to park on their streets during street-sweeping days, generally the day after trash collection. The City also has produced street sweeping reminders that will be placed on cars blocking the sweeping of streets.

This reminder explains the importance of street sweeping and also reminds residents of the day and time sweeping occurs on their street. The City hopes that these notices will encourage voluntary cooperation and eliminate the need for mandatory no-parking signs on streets.

I. PERSONNEL

All Public Works Superintendant shall be available and manage the street sweeping operations. The City may also utilize seasonal personnel and contract services to assist with the the operations as budget allows. City crews maintaine aproximately      miles of street within the City.

II. EQUIPMENT

The City of Richland Center currently operates and maintains the following equipment for sweeping operations:

When equipment is disabled, every attempt shall be made to get the equipment repaired and perational as soon possible. This may require the call back of one or both of the equipment services mechanics unless adequate back up equipment is available.

III. PROCEDURES

Complaints

It shall be the policy of the City that complaints concerning sweeping operations be handled in the following manner:

1. The Public Works Superintendant or designee shall receive and record complaints.
2. Slippery street complaints are immediately radioed to the Public Works Superintendent for possible action.
3. All other complaints shall be recorded and work orders be given to the street employees for investigation and action.
4. The Public Works Superintendant shall investigate all complaints, respond to caller, and record action on work order.


J. Property Damage
It is recognized by the City that on occasion private property is damaged during sweeping operations. Where this happens it shall be the policy of the City to handle damages in the following manner:

IV. ADMINISTRATION

1. Ordinances

Chapter       Leaving vehicles unattended on streets after snow accumulation; removal of vehicles; costs; etc.
Chapter       Obstructing water and drainage flow within curb and gutter sections.
Chapter       Occupant's, owner's duty to keep abutting sidewalk clean; penalties.
Chapter       Removing snow from private property to certain streets, parking lots prohibited.
Chapter       Agreement for removal of snow by City.
Chapter       Assessment, charge for snow removal; billing.


2. Council Review

I.                   The City Council shall annually review and adopt by resolution the City's Street Sweeping Policy
