Plan Checks: By State Law the Building Inspector has 10 Days to approve a building permit application. Fast Start - may also be considered.

  

Community Development - Building Safety - Commercial Buildings

Commercial Buildings must be approved by the “Planning Commission and City Council” prior to a building permit issuance.
Plan Checks: There is no time requirement for approval as “Commercial Plans” larger then 20,000 square feet must be submitted to the State for review. Upon receiving the “Conditional Approval” the Building Inspector will verify approval by Planning Commission/City Council, review the plans and issue a permits. Fast Start - may also be considered.

The Building Safety Section provides service in three primary areas – Permit Application, Plan Review Process and Inspections.  We are also responsible for reviewing permit applications and plans submitted for new construction, additions, remodels, and alterations within the City of Richland Center and the ET area of the Richland Township.

 

Permit Application - The building permit process begins with providing general information to the public.  In addition, we develop, update, and maintain informational handouts about what projects require permitting and how they are to be obtained.  One can then collect the written information and/or speak with representatives from the Building, Planning, and Engineers of Record.  The next step would entail the submittal of a building permit application, fees due/collected and all required documents necessary to begin the Plan Review Process, if necessary. This section also maintains applied, issued, expired and canceled permits, and provides reports of permit information to the public and the City Council.

 

Plan Review Process This process requires the Building, Planning, and/or Engineers of Record to perform residential, commercial, plan checks for structural, electrical, mechanical, plumbing, fire, health & safety, in accordance with City and State regulations regarding the design and construction of buildings and other structures.  This includes, but is not limited to, current Wisconsin Building, Electrical, Mechanical, Plumbing, Energy, Housing, Health & Safety Codes, as well as the applicable sections of the City’s Municipal Code.

 

Inspections - The inspection process begins once the plans have been approved and the permits have been issued.  Building inspectors ensure that the construction complies with the appropriate code and follows the approved set of plans.  There are mandatory inspections required on every project and often a builder will need to consult with an inspector on the job.  No building or structure may be occupied or used without the final approval from all relevant departments, division, and/or agencies A “Certificate of Occupancy will be issued”.

 

THE BUILDING PERMIT PROCESS                                                    

1.  When a building permit is Not required.  For normal maintenance items:

·         Re-roofing or re-siding (Maintenance)

·         Replacement of windows or doors (Maintenance)

·         Painting or wall papering (Maintenance)

·         Plumbing (Replacement of fixtures or maintenance)

·         Driveways (Flat work not retaining wall structures)

2.  When a building and/or zoning permit is required. 

·         New buildings (Residential or Commercial)

·         Whenever an existing building is added on to, changes are made in the outside dimensions, or the building is moved
Building Permit required if present building was built after June 1, 1980
Zoning Permit required regardless of the date the building was built.

·         When interior remodeling is done (more than painting or wall papering)
Building Permit required if present building was built after June 1, 1980
Zoning Permit required regardless of the date the building was built.

·         Restablishing utility services after a physical disconnection (Gas, Electrical, Water and Wastewater)

·         Fences, ramps, signs, decks

·         Garages and carports

·         Storage buildings larger than 120 square feet (10 x 12 and larger)

·         Electrical Services

3.  What is required to secure a permit?

·         Plot plan (bird's eye view from above) showing the location of any new building or changes and how far from the lot line it is located.

·         Stopping at the Municipal Building to secure a building permit and/or zoning permit form and filling out the required information

·         Posting the building permit and/or zoning permit fee

·         A permit for a new home requires a state Uniform Dwelling Code permit, which is issued by the City and requires a full set of plans, an erosion control plan, an energy and water use worksheet, and other information

·         In the Extraterritorial Zone, posting a copy of the building and/or zoning permit, sanitary permit, driveway permit and fire number

4.  How long does it take to get a permit?

      ·         Residential permits can usually be issued within a couple of days

·         New home permits usually require 7-10 days as the plans have to be reviewed to determine if the home complies with the building codes.

·         Commercial permits require Planning Commission and City Council approval.

5.  Are inspections required?

·         On new homes a minimum of seven inspections are made as the house construction proceeds along.

·         Other residential projects may be inspected by the City Building Inspector - additions, remodels, are also inspected by the City Inspector. Call if you have a question.

·         Commercial projects will have inspections by State Building Inspectors and an occupancy inspection by the Fire Inspector.

ZONING PERMITS: RESOLUTION NO. 2007- 16

 

A RESOLUTION ESTABLISHING THE AMOUNTS OF FEES UNDER THE CITY OF RICHLAND CENTER ZONING ORDINANCE 

WHEREAS, certain ordinances of the City of Richland Center require application for building or zoning permits from the City;

 

AND WHEREAS, the Common Council has deemed it appropriate to establish such fees by Resolution rather than by ordinance; now, therefore,

 

BE IT RESOLVED by the Common Council of the City of Richland Center that the following fees are hereby established for the herein designated matters arising under the City of Richland Center Code of Ordinances. All such fees shall be paid to the City at the time the application is filed:

 

1.   No zoning permit is required for repairs.  Repairs are defined in the City Zoning Ordinance as:  The act or process of restoring to original soundness, including but not limited to redecorating, refinishing, non-structural repairs or maintenance, or the replacement of existing fixtures, systems or equipment with the equivalent fixture, system or equipment.

 

2.   Zoning permit for a new 1 or 2 family residential structure (dwelling): $100.00

 

NOTE: NEW 1 AND 2 FAMILY RESIDENTIAL STRUCTURES ALSO REQUIRE A UNIFORM DWELLING CODE PERMIT, THE COST OF WHICH IS NOT INCLUDED IN THE ABOVE FEE.

 

3.   Zoning permit for an addition and/or alterations to a 1 or 2 family residential structure: $100.00

 

NOTE: ADDITIONS OR ALTERATIONS TO 1 AND 2 FAMILY RESIDENTIAL STRUCTURES BUILT AFTER JUNE 1, 1980, ALSO REQUIRE A UNIFORM DWELLING CODE PERMIT, THE COST OF WHICH IS NOT INCLUDED IN THE ABOVE FEE.

 

4.   Zoning permit for conversion of a non-residential structure to a 1 or 2 family residence: $100.00

 

NOTE: CONVERSION OF AN EXISTING NON-RESIDENTIAL STRUCTURE TO A RESIDENTIAL USE MADE AFTER JUNE 1, 1980, ALSO REQUIRES A UNIFORM DWELLING CODE PERMIT, THE COST OF WHICH IS NOT INCLUDED IN THE ABOVE FEE.

 

5.   Zoning permit for a garage or carport attached to a 1 or 2 family residence: $50.00

 

NOTE: ADDING AN ATTACHED GARAGE OR CARPORT TO A 1 OR 2 FAMILY RESIDENCE BUILT AFTER JUNE 1, 1980, ALSO REQUIRES A UNIFORM DWELLING CODE PERMIT, THE COST OF WHICH IS NOT INCLUDED IN THE ABOVE FEE.

 

6.   Zoning permit for a deck: $25.00

 

NOTE: ADDING AN ATTACHED DECK TO A 1 OR 2 FAMILY RESIDENCE BUILT AFTER JUNE 1, 1980, ALSO REQUIRES A UNIFORM DWELLING CODE PERMIT, THE COST OF WHICH IS NOT INCLUDED IN THE ABOVE FEE.

 

7.   Zoning permit for a garage or other accessory building on a property zoned residential which is not attached to the residence: $50.00

 

8.   Zoning (Building or Land Use) permits for new detached structures of 120 square feet or less with no foundation, i.e. portable structures: NO FEE IS IMPOSED – NO PERMIT IS REQUIRED.                                 

 

9.   Zoning permit for a detached accessory building over 120 square feet in floor area or less than 120 square feet on a foundation on property zoned other than residential: $25.00

 

10.       Zoning permit for a fence in any zoning district: $25.00

 

11.       Zoning permit for a new commercial, multifamily or industrial building or structure:

 

    Twenty five per cent (25%) of all of the Department of Commerce plan review fees set forth in Table Comm. 2.31-1, Wisconsin Administrative Code applicable to         the building or structure, a such fees same may be from time to time amended, if such Department of Commerce plan review is required.

 

If Department of Commerce plan review is not required, the fee shall be $100.00

 

12.       Zoning permit for an addition to a commercial, multifamily or industrial building or structure:

   

    Twenty five per cent (25%) of all of the Department of Commerce plan review fees set forth in Table Comm. 2.31-1, Wisconsin Administrative Code applicable to the building or structure, a such fees same may be from time to time amended, if such Department of Commerce plan review is required.

13.       Zoning permit for an alteration to a commercial, multifamily or industrial building or structure:

14.       Permit for any sign that is not an address sign: $40.00 Minimum plus $1.00 per square foot of display.

 

15.       Late zoning permit sought after construction has commenced:  TWO (2) TIMES THE ESTABLISHED FEE FOR THE REQUIRED PERMIT.

 

16.       Application for a conditional use permit or special use permit: $200.00

 

17.       Application to rezone a single contiguous parcel: $225.00

 

18.       Application to the Board of Zoning Appeals for a variance or a special exception permit: $150.00

 

19.       Appeal to the Board of Appeals: $150.00

 

    BE IT FURTHER RESOLVED that all references to fees for zoning permits herein shall apply to references to the fees for building permits set forth in the Code of Ordinances.

 

    BE IT FURTHER RESOLVED that this resolution and the said fees set forth herein shall supersede any ordinance or prior resolution setting lesser fees and shall remain in effect until changed by ordinance or by further resolution.
