ENGINEERING (CITY ENGINEER OF RECORD)

 

 

ENGINEERING: Responsible for setting the mission and goals for engineering projects. Manage the City’s Capital Improvement Program and provide the corresponding supervision and inspection of design and installation of public facilities and infrastructure. Coordinate City, State and Federal Local Road Project Programming. Review plans and provide inspection for commercial and residential land development projects to ensure compliance with the City and State PUD or Subdivision laws, state and federal regulations and local ordinances. Reviewing permit applications and plans submitted for new construction, additions, remodels, and alterations. Maintain record maps and documents for all public infrastructures. Provide management of all traffic and circulation functions within the city. Prepare infrastructure studies and master plans.

The Orange Street Commons Project is a three and one-half block redevelopment project located on U.S. Highway 14 in the heart of our City.  The project will revitalize this area, create 50 to 100 new jobs, enhance the tax base of this area and stimulate new development in our downtown area.  Suggested developments in this area are an engineering firm, a restaurant, a retirement home, a motel, a printing firm, and a computer company.  Current activities include finalizing a developers agreement, acquisition of properties, and environmental testing.  Many grants have been obtained to assist in the financing of this project.

The engineering firm contracted by City Utilities of Richland Center has completed the initial facility study for an upgraded or new treatment plant.  The cost ranges from $14-24 million depending on which alternative is selected.  Further refinement of the facility study will continue over the winter months.

Utility Staff, our Engineering Consultants, and the Mayor have been working with the industries that contribute waste to our plant and have a major impact on the odor problem when large loadings occur that are more than the plant can handle.  We are extremely pleased with the actions of these industries.  As everyone is aware, the odor problem at the plant has been reduced to acceptable levels on most days.  We have had occasional over-loadings but they have occurred on such a limited basis that the plant has been able to "belch a couple of times" and manage the "loading". You can be assured that City Utilities of Richland Center is working on a daily basis to arrive at a solution that will be cost effective as to rates charged for sewer services and the environmental concerns of the residents of the City.
